Upload, library and reuse

What happens when a photo already exists.

If a user tries to upload a photo that is already in their media library, Harmixo should not create a second copy. The system uses the existing photo and asks where it should be placed or attached. If the physical file already exists for another user, this is only a storage optimization. The system does not reveal who else has it and does not grant someone else's rights. Before reuse, the core rules always apply: global media policy, asset status, library item, gallery rights, photo rights, attachment/context rights, can_view and can_share. The new dedup/reuse rules are an additional layer. They do not replace the older rules. If there is a blocked, restricted, owner-only, protected limitation, privacy conflict, confirmed complaint or policy block, reuse is refused or limited according to the rule. If there are no bans and policy allows it, the system may reuse the existing asset without another physical upload.
