Reports and appeals

If you see a problem, you can report it. The report should explain what happened without abusing the report system. If the system applies a restriction, the user should receive a clear explanation of what rule was violated and what can be done next. When allowed, an appeal/review may be possible. This does not automatically remove the restriction; it starts a controlled review.
