Public rules and help center

The public rules and help center is for people who do not yet have an account and for users who want to check a rule. Content is stored in the database and the site reads it from there. This allows rules to be added, changed, hidden or published without changing static files. Content and SEO should be prepared for all languages supported by the system. At this stage the languages are Bulgarian and English. Public general rules may be indexed by search engines when is_indexable is enabled. This helps transparency and lets new users understand the platform before registration.
